the report tells that us-owned tankers transported fuel for the kriegsmarine. Possibly they did not directly refuel the submarines at sea (could have been done via the spanish authorities in the Canary islands, who provided facilities to uboats and were allies of the Germans), but they did most of the job which was of transporting the fuel.
