Bruce Dennis is correct about the fears of secret U-boat refuelling bases.
For example on September 12, 1939, Sidney Cotton took Lockheed 12A G-AFTL belonging to Winterbotham's Secret Intelligence Service (SIS) on an illegal photo reconnaissance (PR) sortie along the coast of Ireland to establish whether preparations were in hand for the Irish Free State to refuel U-boats. This was done at the request of the Admiralty through Ian Fleming, assistant to Rear Admiral Godfrey, the Director of Naval Intelligence. Fleming was the creator of James Bond.
