Good call Ken. Also thank you for the pictures in the email. I think the confusion is coming from the Proceedings article of June 1982. As you stated and is documented, German submariners frequently wore civilian clothes while at sea, often in conjunction with military uniform items. I have yet to locate any primary sources that states U85 sailors were recovered carrying "US currency and identification cards" as the Proceedings article by Rouse states. I think that possibly because Rouse is such a well known author and historian and Proceedings is considered a premier source of US Navy information, that we are now attempting to correct the written record. I am always skeptical when a new argument or theory is presented as a fact, yet there are zero, or very weak primary accounts. In this particular case, as far as I can tell, there are none. Just to be fair to Rouse though I think he was trying to provoke debate as to why the Germans were buried so hastily at night. If I read the article correctly he feels it may have been related to spies or sabotage attempts. I would reason thought that the Navy did so at night in order to keep the press away in an attempt to salvage intelligence that could be pulled from the wreck. An enigma machine and codes would have been helpful in 1942. That is only my guess though.
