Hello Mike,
Type VIIs didn´t have inner/outer hatches. That is a post-war development.
It certainly is a hatch, but wat type that´s difficult to tell. It only has the "locking teeth" so the locking ring and it´s rotating mechanism must have been mounted on the adjacent bulkhead. It´s not a torpedo tube hatch, it lacks the central hole for the "flooded test" valve.
Could it be one of the hatches from the pressure bulkheads? On the other side you should find evidence of the hinge arms, and there should be a lock handle too.
Could it be the hatch of the torpedo loading trunk? Again, there must be some evidence of hinge arms.
Can you get a picture of the other side?
