German outpost in Kobe Japan

Hello, Recently I had read somewhere that there was a small base or outpost in Kobe Japan that was manned by German personnel that functioned as a repair and battery replacement facility for German boats from the Monson Gruppe apparently since Penang did not have the proper facilities. Does anyone have any specifics on this such as who was the German commander in charge of the facility or any other specifics?
