Help identifying Kriegsmarine Uniform Star

I have been working my way through my late father-in-law's WWII materials and found what looks like a Kriegsmarine rating patch. I have seen similar ones online, but none that is exactly like this one. Primarily the difference between this one and many of the others is the appearance of a "chain" on the star. It appears to be bullion on wool. Here are pictures of the front and back. Can anyone provide additional information on this artifact? Thanks.
