The answer is \"yes\", the USN had, by definition, submarines in the Atlantic throughout WWII. Of course, the two most important U.S. yards building submarines - Electric Boat and the Portsmouth NY - both were located on rivers that led to the Atlantic. The boats built there would have trained in the Atlantic and transversed the Atlantic to get to the Panama Canal. Older boats were also based on the U.S. East Coast for training and would have operated (by definition) in the Atlantic.

If, however, you mean did U.S. conduct offensive patrols in the Atlantic, the answer would again be yes. During 1942 and 1943 perhaps half a dozen (could have been a few more, I forget the exact number) operated in support of the North African invasion and conducted U-boat hunting patrols in the North Atlantic.
