British and US military staffes had secret discussions as early as January 1941,
almost twelve months before PH attack, and , whereas the USA had previously
seen Japan as his most likely enemy, it was concluded that should the latter join Germany and Italy in the war, Germany would be the major partner of the Axis and should be dealt with first, with strategy in the Pacific to be \\\"defensive\\\" until
Germany was beaten.
As a result of this, President Roosvelt strengthened US naval power in the Atlantic,
dividing the US Fleet into 3 forces.The strength of the new Atlantic fleet would be increased by some ships taken from the Pacific Fleet, and by new construction.

Submarines, Patrol Force, became Submarines, Atlantic Fleet, under Rear-Admiral Robert S. Edwards, as ComSubLant with newly appointed Captain Ralph Chistie as his tactical commander and new headquarters as State Pier, New London, Connecticut.
ComSubLant´s force was a collection of old boats of \\\"O\\\", \\\"R\\\",\\\"S\\\"(22),and \\\"B\\\"(3) classes .He was also given the USS Mackerel and her sister USS Marlin which
were used mainly for training.
None of ComSubLant boats were equipped with radar or the most modern sound equipment, and because of their age, they were frequently in need of repairs and were incapable of long periods at sea.
Christie packed the 3 \\\"B\\\" off to join the \\\"S\\\" boats guarding the Panama Canal and started training his other boats for overseas deployment by sending them on limited patrols from new submarine bases in Bermuda, Virgin Islands and Guantanamo Bay.
If a sub skipper should sight a U-Boat he was to restrict himself to report (in plain language so that the British would received this information) and trailing her.
When USS Greer was fired on by an U-Boat in autum 1941, Roosvelt authorized
\\\"shooting to kill\\\".
Edwards and Christie went to the new base at Argentia(Canada) with 7 subs
(6 \\\"S\\\" class boats and the USS Mackerel) but they found the hunting poor, as did
other US subs in the Atlantic.
After PH attack Christie and the operational boats of Submarines,Atlantic, were
eventually sent to the Pacific, and it was not until the autum of 1942 that a US Navy submarine force arrived in European waters, in the form of Subron 50 under
Captain Norman Ives, with 5 new fleet submarines of the Gato/Balao class
(\\\"Barb\\\",\\\"Blackfish\\\",\\\"Herring\\\", \\\"Shad\\\", \\\"Gurnard\\\", and \\\"Gunnel\\\").
Some of them participated in operation Torch.
Subsequently they were deployed in European waters and The Gulf to carry out
anti U-Boats and blockade-runner patrols.
In April 1943 USS \\\"Hado\\\"and USS \\\"Hake\\\" replaced USS \\\"Gunnel\\\" and USS \\\"Gurnard\\\" in the squadron.
In mid-1943 the boats of Subron 50 were withdrawn from European waters and
sent to the Pacific, and no more US fleet subs were sent to this theatre.
