Herewith another thought.

Have you seen Paterson's 2016 book "Steel and Ice?

He has obviously accessed a number of prime sources in NARA, but he has carefully concealed exactly which ones and, more importantly, he has omitted to show the links which would enable others to find them.

Clearly there is a prime-source story to be told about the Arctic U-Boats, and I imagine that all (or much of) the necessary information is available in both NARA and the German archives in Freiburg, but exactly which files contain the data is not clear.
