How many men were typically in a watch crew when surfaced?

I've read about there always being 4 watch crews on deck looking in 90 degree directions during an attack, and they are not to avert their eyes. How many men would be on the duty during an attack?

Was there a required minimum number of men at all times, watching on the conning tower?
