Sounds like fishermen doing what fishermen do at sea and at night. By the accounts from both you mention, there were fishermen in the vicinity and they are notorious for not putting on their correct lights or any lights unless they see something close by that may run over their gear. Differentiating an outline at sea and if there is the back scatter of lights from other vessels or that back scatter of shore lights can make watchkeeping difficult.
If anything it sound like the lookouts on Resor were seeing the same fisherman that the U-boat had to avoid.
