Rotor VIII and the wreck of U-13?

Enigma rotor VIII became available to the codebreakers at Bletchley Park in August 1940. Is there any chance this rotor was recovered from the wreck of U-13? Are there any other U-boats or surface vessels lost in the time period that would be a better candidate for the source of rotor VIII?
