The Ehrenblattspange (Honor Roll Clasp) was a relatively rare award for repeated valor.
The criteria were that a service member had to already have been awarded both class of the Iron Cross, then again distinguished himself in combat, and be recognized in the relevant publication or other method.
Obviously, there are other ways to honor service members for repeated valor, such as the German Cross in Gold. The German Cross in Gold though is much more common (about 5 times as many awarded, but in existence earlier). Clearly there were criteria for who got what, but I suspect that they kind of developed along the way.
The Honor Roll Clasp was a paper award until mid 1944 when a physical version was authorized. The Army (paper) award dates back to 1941; the Kriegsamrine created its version in February 1943 as a paper award; the wearable version only came about in May 1944. The Luftwaffe created its version only in 1944.
