What is your point?
Libraries exist for the benefit of the public at large. If you chose not to use public library services you still have to pay for them through your tax dollars.

If you check your library fund allocations, you will find a line item for postage or miscellaneous expenses. It is built into the budget.

Besides, it is probably cheaper to borrow rare items and pay the postage than it is to purchase and store them.

All that I have done is to make a small expansion of the knowledge base for available library services.
