The human inside the submarine does not have to endure the pressure at 280 meters thankfully. The pressure hull does the enduring. This allows the crew to make extended depth excursions without having to decompress.

Now a diver locking out at 280 meters to do external work on the ship is another story - they'd better have their act together.
