Not unless the Kaleun wanted to get his men and himself killed pronto by the ever-watchful destroyers, dear ladies! If the sub was riding the waves there would be no need for a periscope, if the sub was submerged, then there was always a very good reason to stay silent and unobserved. In the film Der Alte actually grumbles during the first destroyer attack that they must have seen the glint of the lens in such weather! Carousel riding must have been possible without the periscope actually raised, since the maximum safety margin of keeping the periscope up was about 40 seconds, hardly enough time to go merry-go-round even once.
