Das Boot Toast Question

Friends,

In the opening bar scene the 2WO tells Werner:

"Prosit, Lieutenant. To the Freichor Tonitz."

They then cock their arms at right angles and drain their glasses. I was wondering what the toast means and the significance of the arm positions. All the best.
