Anyone recall a film with a scene like this?

Is there a WWII era film about submarines that includes this scenario: An allied ship is torpedoed by a German submarine at night. The U-boat surfaces and the deck crew take their stations atop the conning tower. They are soon joined by a second U-boat. The sound of voices can be heard across the water as the two captains hail one another. Cigarettes glow in the darkness.

This would most likely be an American film post-1942.
