There were a large number of 'flags superior' for RN vessels in WW2; all the letters of the alphabet, plus combinations and numbers, which usually followed the role they were carrying out.
The Fishery, or 'FY' pennant superior was used for hired or requisitioned merchant trawlers, whether on ASW or M/S duties.
'T' was the flag superior for those trawlers built for the Navy.
Why the 'Lady Shirley' and others were not allocated a pennant I do not know . . . .
...and 'pendant' is just an alternative way of spelling the word, which is usually pronounced 'pennant'
