I can't say that the lack of information about Roehr really stands out. As Hubertus mentioned, information about those that served on U-boats in WWI is difficult to obtain. Realistically, you can get the highlights of hiss career -- what vessels he served on, when promoted to Kplt., medals that he was awarded, that sort of thing.

It's pretty much a given that Roehr would have been awarded both classes of the Iron Cross. He wasn't awarded the Pour Le Mérite, which isn't a surprise either (hard to win/needed to sink more tonnage). The interesting question is whether he won the House Order of Hohenzollern, a significant award between the IC and PLM in prstige and rarity (it was only awarded to about 8,300 officers in WWI).

Germany was technically a confederacy during WWI with various states in addition to Prussia issuing medals. (Prussian decorations like the Iron Cross were essentially national medals.) Depending upon Roehr was from, he may have also been awarded decorations from his home state as well. He could even have been awarded some as a non-local (if you will).
