WW I Family Member Who Served On U-Boats

Looking for information or direction on how to locate service records or other information on friends family member who served as an enlisted man in WW I on U-boats. Friends family member received Iron Cross 2nd and 1st Order. Service from 1916-1918. Name Henry John Wolff. He also had a younger brother in the German Navy who was KIA around the 1916 timeframe. His name was Ferdinand Wolff. Both operated from Willmeshaven and came from the town of Schofort.
