The idea appears to have orginated with the 7th Flotilla but the fishing boat/C class boat combinations were carried out on the Tyne and from Immingham too. I know of at least three 'C' class submarine flotillas engaged in decoy work.
The Q ship HMS Prize was engaged in a decoy operation off Ireland at the time of her loss in 1917.
