Shore contact US summer of 1918

I am studying the U Boat campaign off the US East coast in the summer of 1918 and am interested in learning about possible contact between the shore and these subs, either direct, by radio, or by other signalling methods. Arrests of beach signallers were made in Virginia and Florida. Is there evidence of organised attempts from shore to coordinate the u boat activity concerning troop or ship movements?
