Between 1914 and 1918 a total of 18 German U-boats were lost to allied submarines (the first one in 1915). On more than 100 instances German COs reported being fired upon by submarines. Submarine vs. submarine encounters were thus not a rare occurrence in WW1. The R-class - without question the world's first attack sub - came to late to make a difference and thus its exceptional features were not appreciated. Another reason is that it lacked the ability to reliably acquire targets while submerged (that technology only bacame available towards the end of WW2).
