Okay, I've tracked this down: The incident is real and does involve Otto Steinbrinck... while still in command of UB 18. The correct name of the Q-ship is Carrigan Head, (Q.4) (4201 grt, built 1901).
Note that one crewmember of the Q-ship died of wounds:
BICKERTON, Charles, 3rd Writer, M 18408 (Dev)
