<HTML>Manufactucting random numbers for a one time pad in bulk is easy. Casinos do it all the time. After the war, in communist Poland people were paid to throw dices all day to make heaps of code books.

Once produced every German submarine could have been given two code books - one a general one for the whole fleet for a few months and a special one just for it. If one set of codes had fallen to the Allies it would only effect a few months.</HTML>
