It seems Russian naval operations were restricted to a minimum due to the numerous strategic minebarrages laid by the Kriegsmarine and the Finnish navy.
Their larger battleships and cruisers rarely or never came out, while they mainly relied on smaller vessels, mostly submarines (Wilhelm Gustloff for example)
