<HTML>Because U-boat types were nearly perfect weapons till 1942.
Anyway WW 1&2 broke out \"by mistake\" and usually Weapons and Ordnance Technical Chiefs don\'t fight on front line.
Both sides had some advanced equipment they did not use till they undersood it could give them a substantial advantage.
Penicillin was positively tested in 1923 but produced in substantial amounts only in 1941. There is one resource money can\'t buy: TIME
(I am positively sure Superkraut had a different answer: because the Germans believed to win the war(s) in six months)
