First, what is a modern war? What kind of it?
Second: What would be the missions of the different navies in this war?
Third: Weapons grow upper in efficacity. missiles were more expensive but more efficace against a modern ship.

But your topic is interessant. The ships are bigger than theire wwII sisters.But I say, with personnal experiences, a classic torpedo cause some damages in a big ship. And if a second one hits her, a large cargo ship must sink. Problem with tanker, because of a lot of compartimentalization;but if she is full of gazoline, there is not problem to burst her then sunk.
In other hand, modern torpedoes head to screws and explose against the hull of energy room. That is a big dammage for a ship. She can\'t sail by own.
And remember the \"air bridge\" on Berlin in 1949. Now, aircrafs are in more performances and supplant some merchant cargo ships. So the Doenitz tonnage war is not actuality in a new war.
Against the new ammunitions, meerchant ships are deprive of protection. To expensive ant to complicated to built. (Even navy ships are deprive of real protection against missiles, except in interception warfare.)
