Joe,

There really are two separate issues here:

1. Was the U-boat that attacked PAUL UC 21? According to Splinder, UC 21 did stop a steamer on August 4, 1917 but couldn't sink it as a patrol vessel arrived.

2. Was PAUL actually damaged in this? Not sure. It's in exactly this sort of encounter that Lloyd's War Losses isn't always reliable. It's easy to imagine in fact that she wasn't damaged -- shot across the bow, crew abandons ship, the Royal Navy arrives, the U-boat dives, and the steamer is reboarded or towed in without ever being hit by a shell. Would need to look at the file on the incident to know exactly what happened.
