Hello,
Flanders Flotilla = was based in the Belgian ports of Ostend, Zeebrugge and Bruges.
Belgium step over to the GMT - time (or UTC) in 1892. Nowadays we are GMT + 2 (winter) and GMT + 1 (summer)

In 1914, when the Germans invaded Belgium, they were GMT + 1.
The occupied part of the territory also adopted GMT + 1, the 8 November 1914
The not occupied part, (behind the Front-line /river Yser) stayed on GMT.

The 1st of May 1916, the Germans introduced the summer-time in Belgium (occupied) in order to save electricity and energy. Then there will be a difference of 2 hours between La Panne (Belgian territory behind the Yser/Front) and Brussels !!
The 11th November 1918, Belgium goes back to GMT - time

France adopted the GMT – time in 1891. Also in that country there were on the German- or French time, as the territories were occupied or not. Which changed after each battle !
Summer-time (GMT + 1) was introduced in France on the 10th of June 1916. This country went back to the “French-time” on the 17th November 1918.
