One of the interesting ideas raised by in \"Neither Sharks nor Wolves\' was Doenitz\'s reaction to the mounting evidence that his mail was being read: assured by his technical staff that cracking the enigma from the outside was impossible (but in fact was the case), Doentiz concluded that he had a spy in his midst. Perhaps this is the reaction of someone living in a regime full of deadly paranoia. So Doenitz slashed his headquarters staff.
This was the opposite of what he should have done, as it lowered even further his ability to technically assess the situation, or obtain technical staff work independent of the other bureaus. He needed more helping hands, not fewer, more overworked ones.
Doentiz suffered from what many good combat leaders do: a lack of depth in the technical ins and outs of the field. The staff cutback only worsened this.
As for the XXI, well, that is another subject, but I agree, the writing was on the wall by 1941 for the \'tradional\' U-boat, though perhaps not obvious enough to be read by those not expecting, or not wanting, to see it.</HTML>
