The sinking of the Spanish submarine C-3, didn’t cause an international incident because:

1º The Spanish Republic couldn’t demonstrate that the attack was made by a German craft
2º The witness of the explosion saw a big orange coloured column that rose from the sea, and the rescue ship (Marinero Cante) and some fishermen who were working nearby found white cork debris, unequivocal fact of inner explosion of her batteries
4º The survivors (3) never talked about a torpedo attack.
5º The Ursula Operation was the best hidden secret of the Kriegsmarine, and until the 90’s the secret wasn’t disclosed.
