Rig for silent running

I'm playing with SH2 and there is an option on both type VII and IX called:
"Rig For Silent Running" and acording to the manual:
"Affects destroyer passive sonar by reducing detection probability for a U-Boat which is silent-running by 40%. There is a price to be paid for this, in that when silent-running, repairs and torpedo reloads in progress stop. "

I just want to know how the silent running capability works.
