I suspected Norway after looking at all the naval actions mentioned on that date from J Rohwer's book Chronology Of The War At Sea. Although this is a good reference, it doesn't list everything so I tend to agree that this could well have been in home waters?

Perhaps the answer may lie in the ship movements record? I believe such records have now been moved to the Royal Naval Museum Library at Portsmouth?
