U-Boats in the Hebrides WW1

My mother said that German submarines were being replenished near her home village (Ardhaisig on the Isle of Harris) during WW1 by "Norwegians".
When I visited Harris in 1948 some of the locals told me this was true, but none of them had actually seen a submarine. Wondering if this replenishment actually ocurred, or perhaps just another war-rumour.
There was an active Norwegian whaling station in or very near Ardhaisig during WW1. Do any forum members recall hearing of this activity?
