Russian SOM

Russian submarine SOM (former Holland VII "Fulton) was sunk after a collision with a Swedish steamer in 1916. The Russian Navy accident report, and it is commonly known, state it was 18 crew members on board. Where ever I search I can just find that the Holland submarine had a crew of 6-9. Becuase of its size it ust have been very crowded inside that 20 meter hull. Any ideas why SOM had 18 crew members when she sunk?
