Second in Commande 1ste WO/LI Oberlutenant ?

When the captain was dead in action,who was the second in command.

The 1st Watch officer[Oberlutenant]

or

The LT oberlutenant[oberlutenant engineer]


I think due the expierience it is the LT who takes command.

What do you guys think?
