Iron Cross for Gibraltar RAMC colonel

<HTML>My father was a radiographer in the RAMC. In July 1941 his ship, the Leinster ran aground near Gibraltar whilst transporting him to the 45th General Hospital in Malta. Whilst at Gibraltar he was startled to meet an RAMC colonel wearing a monocle and an Iron Cross! The latter was awarded for assistance to a submarine crew who had put ashore following damage in the spanish civil war. Could anyone identify this individual or the submarine?</HTML>
