Krvkpt. Georg Lange UC 1 and UF 2

Hello,

Krvkpt. Georg Lange (crew 11) commanded UC 1 (ex Norwegian B-5) and UF 2 (ex French La Favorite).
During WW I served as a Wachoffizier in SM U 60 and SM U 117
Did he awarded with the U-Bootskriegsabzeichen 1918 ?
And why he earned the U-Bootskriegsabzeichen 1939 in 12.12.1944 ?
