I am not sure that this has anything to do with the issue at of awards, but I do know that the HMS Welshman was apparently quite a sword in the side of the Italians for a long time. They even placed some sort of bounty on it. The Germans eventually also recognized the importance of the minelayer as its mines had a rather detrimental effect on convoys to North Africa. It was a very fast ship and I know that it managed to evade a couple of air attacks specifically sent to intercept it as well as an Italian submarine that happened upon it.

I do not know the dates of the award vs. the sinking or even where the Welshman went down, but I do know it was rather a notorious ship and one both Axis powers were anxious to sink----this may also have contributed to his recieving the award, or at least an award.
