Austin,

As the DEMS personnel were military and attached to HMS President they would show on CWGC as being part of that shore establishment when they became casualties. The DEMS gunners listed abve would have signed on the ships crew agreements, usually as deck hands, but from a military point of view they were still attached to HMS President.
