I certainly don\'t disagree with that position. I have read similar analyses before. Don\'t forget though, a build up on the German side would likely have meant a parallel build up by the other powers. British and French anti-submarine forces may have substantially larger and more effective as well.
The Italians also wanted to wait until at least 1943, so their fleet and submarine force would have been substantially larger as well.
And who knows what would have happened with the US, Japanese and Soviets.
