For the German Navy (the Kriegsmarine), events moved too quickly.
The Commander-In-Chief, at the time Grand Adm Raeder, had been
assured by Hitler personally that war against Britain would not be
launched before 1944. Adm Raeder took Hitler\'s word on it, so he
planned for war for 1944..but only too slowly for that matter.!
There were commanders in the German Navy begging for an
immaediate, huge build-up of the country\'s U-Boat force.
However, before hostilities broke out five years early, the German
naval build-up had barely begun.
By Sept 1939, Germany had only 45-50 operational U-boats, and
only 17 were ocean-going U-boats at the time.
