This doesn’t answer your question but the U-boat commander Heinz Scheringer (commanded U-10, U-13, & U-26) was born in Buenos Aires, Argentina.

I don’t know the details but I found the following at

Perhaps the same was true of the radio operator of U-534. I don’t know about radio operators but there were a number of U-boat commanders that were born outside Germany.
