the Germans did not have enought concrete pens for all the serviceable U-boats, the older were often damaged beyond economical repair while \"outside\" during the air raids, like the famous \"real\" U-96. Moreover often the older ones were dismantled by the Germans themselves in order to salvage precious (fot the time being) raw materials. Copper was especially in short supply.
