Das Boot-Flashing Lights

I finally got a chance to watch Das Boot and I noticed when in the control room, when they give the order to change speed, above the hatch to the radio room, to the right, you notice when they order a change of speed, two lights, one red and the other green flash for a couple seconds, why?
