Best info I've seen lists two primary sources of binoculars for the Kriegsmarine:
Carl Zeiss/Jena
Leitz
They should have the eagle over swastika on the back of the binoculars (stamped, and usually filled with white paint), with a M stamped nearby indicating marine use. I've been wanting a pair for some time, but they tend to sell in the $500-$1k range (ouch!), though I do have a nice pair of non military Zeiss 7x50's, and the quality is superb. I've seen some binocs with heavy rubber rings that were definitely for u-boat useage, though I've also seen a pair recovered from a wreck that were non rubberized.
If one is to pay a premium they should also be aware that binoculars were also issued to the surface fleet, and I suspect that most binocs that turn up for sale came largely from those stocks. Most u-boat binoculars ended up with the boats...
