Never heard of this - neither the problem, and especially the solution. I don't know every detail of the T4 and T5 though, but for the other operational german WW2 torpedoes, this was certainly not the case.
Besides: You can't flood a compartment which is filled with solid explosives (even potential flooding of the small pockets of air and/or wood on top of the head - diafragma - which along with lead-ballast helped aiding in stabilizing the torpedo, would give an effect as you describe).
