One year before WWII had started, a German expert group for the Radar (called Funkmess in German) came to the conclusion that Radar in 1cm range is impossible to develope. This was repeated in 1942, but they learned from a shot down British bomber that the 1cm Radar exist.
Early the Kriegsmarine used the Funkmess only as range finder and not for searching enemy vessels. The Luftwaffe had developed the \"Freya\" long range radar and used it already in 1939. But it was classified as secret, so secret that the existence of such a device was not known in the most staffs. (A common problem in the command structure, not solely a problem in Germany)
Another example is the knowledge about Radar-countermeasures like \"Window\" (called Düppel in Germany). Metal stripes in the cm length of the Radar, to simulate more attacking aircrafts. The German technicans had developed it early, but they have not used it, because they thought that the British could use the same system against the Freya. (Anyway, the British terchnicans thought the same way). Even when the Japanese bombers dropped such metal stripes on Guadalcanal to confuse the American radar-guided AA, neither the British nor the German side used this system, because of their fear to loose a secret.
